		<description>Well, have a look at what the City of Paris has done. It is operational. The main difference is that they did never try to cover the whole city but only well identified public places (libraries, parks, ...) - I think that's the right way of doing it. This way, the project is not very expensive, and it really makes sense. 
(In fact, it makes so much sense, that Orange, the incumbant operator in France, is trying to prevent them from continuing by attacking them in court.)</description>
